New Acute Hospital
The vision for services outlined in the healthcare strategy for Forth Valley has acute inpatient hospital services brought together in a new hospital at Larbert, supported by enhanced primary care and community services across the area.
The new hospital will have some 860 inpatient and day beds. It will have the full range of acute hospital services including a mental health facility and a women and children's unit.
The full business case for the new hospital was approved in March 2007 and work on the new hospital began in May. It is being built on the site of the former Royal Scottish National Hospital. This is an exceptional site, in a largely parkland setting, extending to some 130 hectares, of which approx 60 hectares have been identified as the area within which the new hospital can be developed.
The building phase will be largely complete by the end of 2009. The hospital will be delivered in three phases and the first patients will be seen in the hospital in the summer of 2010 and the last phase will be complete within a year.
The Project Company undertaking the project comprises a consortium led by John Laing Social Infrastructure Ltd (formerly Equion) and includes Laing O'Rourke (Design and Construction) supported by Keppie Architects, and Serco (Facilities Management).
Throughout the design of the hospital extensive engagement took place with users, clinical staff and patient representatives.

Full Business Case
The Full Business Case is a document used to ensure proper and full governance is in place prior to committing any party to the project. It reviews the procurement process undertaken for the project and seeks approval from the Project Sponsors (NHS Forth Valley) prior to any formal commitment.
It reviews project affordability and value for money across various procurement methods/routes and funding mechanisms.
By its nature the FBC is normally approved in advance of the final negotiations with the preferred bidder. The FBC is supplemented by a Full Business Case Addendum (to be published in due course) which provides details of amendments to the Full Business Case reflecting the final agreed position at Financial Close (the date on which final commitment is made to the project). The Addendum also provides a short form commentary on the form of the Project Agreement
The FBC and the Addendum are subject to formal approval by the Scottish Government Health Directorate.
The limited redactions (i.e. words or numbers removed) in the FBC are to provide protection to Forth Health Limited's (Preferred bidder) competitive position in the challenging market-place of major capital projects by redacting information relating to pricing detail, interest rates and margins and detailed funding arrangements.
Details of the initial annual unitary payments and the continued value for money have been disclosed.

Project Agreement For New Acute Hospital
The Project Agreement (PA) is the binding contract between NHS Forth Valley Board and Forth Health Limited. The Project Agreement, modified to reflect project-specific matters, is based on the standard form for NHS Project Agreements as issued by the Scottish Government Health Directorate (SGHD). Any derogation (changes) from the standard form is agreed with SGHD prior to Financial Close.

Schedule to the Project Agreement
The main body of the PA and the Schedule have been published. In addition the Board intends to publish as many of the Standard Form Documents as possible by 3 March 2008, subject to redaction of any information exempt from publication. A more detailed schedule summarising this position will be published on the website in due course.
Some sections of the PA have been redacted on the grounds that
- information is commercially sensitive and may adversely effect the competitive position of Forth Health Limited and its partners. These redactions have been made under section 33 of the Freedom of Information (Scotland) Act 2002.
- it relates to procedures and processes that are currently underway (mainly relating to personnel and staffing issues)
- certain information has been designated commercially sensitive within the PA itself and imposes time constraints on publication. Section 34 of the Schedule to the Project Agreement refers.
It is the intention of NHS Forth Valley to make as much information about the project agreement as is possible.
Below is an interim publication of the Project Agreement. We are working with our partners to ensure that as much information is made available as is possible. The project agreement set out below reflects the position at 28th March 2008. This is a revised version and has just 28 redactions, compared to more than 200 on the original publication of the document. However work continues with our partners to reduce this number still further. This work also includes reviewing the standard form documents which support the project agreement which will be published as soon as this review is complete.
