Invitation to Negotiate (ITN)
The ITN is the document that describes in detail the facilities and services to be provided by the private sector and is a key step stage in the procurement process associated with the operation of Private Finance. The ITN sets out NHS Forth Valley's requirements and invites bidders to negotiate the terms of a PFI contract.
The document includes the contract structure and full details of the quantity and quality of outputs required, identifying the core elements but still allowing as much flexibility as possible so that innovative solutions can comply with the requirement.In some cases there may be little difference between the proposed solutions, whereas in others they could be very different in approach. The invitation document also includes an explanation of the evaluation criteria.
The documentation includes:
- form of tender (agreement, qualifications, any requirements for guarantees);
- contract terms and conditions;
- scope of work (the requirement specification and details of the supplier's solution);
- pricing schedule;
- administrative instructions (how to respond, bidding timetable).
