Full Business Case

The Full Business Case is a document used to ensure proper and full governance is in place prior to committing any party to the project. It reviews the procurement process undertaken for the project and seeks approval from the Project Sponsors (NHS Forth Valley) prior to any formal commitment.

It reviews project affordability and value for money across various procurement methods/routes and funding mechanisms.

By its nature the FBC is normally approved in advance of the final negotiations with the preferred bidder. The FBC is supplemented by a Full Business Case Addendum which provides details of amendments to the Full Business Case reflecting the final agreed position at Financial Close (the date on which final commitment is made to the project). The Addendum also provides a short form commentary on the form of the Project Agreement

The FBC and the Addendum are subject to formal approval by the Scottish Government Health Directorate.

Details of the initial annual unitary payments and the continued value for money have been disclosed.
